PHOENIX (AP) — An audio recording has surfaced of an Arizona sheriff playing his refusal to cooperate in a racial profiling investigation for laughs at a fundraiser for an anti-illegal immigration group in Texas. He ridicules politicians who sought the probe and displayed contempt toward federal authorities who were — and are still — investigating him on two fronts.
The dismissive comments in 2009 by Maricopa County Sheriff Joe Arpaio came as the U.S. Justice Department had already launched a civil rights probe of his trademark immigration patrols and the FBI already was examining abuse-of-power allegations for the sheriff's investigations of political foes.
In the September 2009 speech in Houston, Arpaio boasted that he arrested hundreds of illegal immigrants after politicians and federal investigators started to pick apart his patrols. He said he wouldn't cooperate with the inquiry, but said he would tone down the patrols — if he was proven wrong.

4/20/12 A North Carolina judge ruled Friday that racial discrimination played a role in sending a black man to death row for killing a white teenager in 1991, a groundbreaking decision rendered under the state's Racial Justice Act.Cumberland County Superior Court Judge Greg Weeks said condemned inmate Marcus Robinson should be spared execution and instead serve a life sentence in prison without possibility of parole. Weeks found that prosecutors deliberately excluded qualified black jurors from jury service in Robinson’s case, and said there was evidence this was happening in courts throughout the state.
Robinson’s case was the first to be heard under North Carolina’s Racial Justice Act, a 2009 law that allows prisoners facing execution and capital murder defendants to present evidence of racial bias, including statistics, in court.

Bloomberg Blasts NRA Over 'Stand Your Ground' Laws: 4/12/12
New York City Mayor Michael Bloomberg called for the nationwide reform or repeal of Stand Your Ground laws today at an event in Washington D.C. to announce the Second Chance on Shoot First campaign.
The campaign is intended to prevent killings like that of17-year-old Trayvon Martin and Bloomberg blamed the National Rifle Association for the Florida law that many feel empowered George Zimmerman to shoot the unarmed Martin.
"In reality the NRA's leaders weren't interested in public safety. They were interested in promoting a culture where people take the law into their own hands and face no consequences for it. Let's call that by its real name, vigilantism," he said. "The NRA should be ashamed of themselves. This has nothing to do with gun owners rights. It has nothing to do with the second amendment."
Bloomberg, who was joined by civil rights leaders and Florida State Sen. Chris Smith, said the laws had undermined the justice system and have done harm to public safety.

Police: 2 suspects arrested in Oklahoma shootings 4/8/12 TULSA, Okla. (AP) — Police backed by a helicopter arrested two white men early Sunday and said they would face murder charges in the recent shootings that terrorized Tulsa's black community and left three people dead and two others critically wounded.
Police spokesman Jason Willingham said the two men were arrested at a home just north of Tulsa at 1:47 a.m. Sunday and were expected to be charged with three counts of first-degree murder and two counts of shooting with intent to kill in the spate of shootings early Friday. He said police made the arrests after receiving an anonymous tip.
While police identified the men as white and all the victims are black, authorities have not described the shootings as racially motivated and declined to discuss that issue Sunday.
Community leaders, however, expressed concern about the motivation for the shootings on Tulsa's predominantly black north side, as well as the possibility that they would provoke a vigilante response. The Rev. Warren Blakney Sr., president of the Tulsa NAACP, said Sunday that word of the arrests had provided a great sense of relief.
"The community once again can go about its business without fear of there being a shooter on the streets on today, on Easter morning," he said.
Police said they linked the shootings because they happened about the same time within a few miles of each other, and all five victims were out walking when they were shot. 5 ex-cops sentenced in Katrina killings case 4/4/12 NEW ORLEANS (AP) — Five former New Orleans police officers were sentenced Wednesday to prison terms ranging from six to 65 years for their roles in deadly shootings of unarmed residents on a bridge after Hurricane Katrina.
Kenneth Bowen, Robert Gisevius, Anthony Villavaso and Robert Faulcon were convicted of firearms charges in the shootings. Retired Sgt. Arthur "Archie" Kaufman, who was assigned to investigate the shootings, was convicted of helping orchestrate the cover-up.

U.S. rights watchdog accuses FBI of racial profiling – WASHINGTON | Oct 20, 2011
(Reuters) - A leading U.S. civil liberties group on Thursday accused the Federal Bureau of Investigation of engaging in unconstitutional racial profiling of Muslims and other minorities, citing internal documents.
The American Civil Liberties Union said memoranda it received under Freedom of Information requests and lawsuits showed the FBI was associating criminal acts with racial and ethnic groups and then using census data and other information to profile entire communities.
The group pointed to 2009 memos from FBI offices in Detroit, Atlanta and San Francisco, among others, that discussed potential criminal activities in Muslim, black and Asian communities, respectively.

PHOENIX — A deportation officer with U.S. Immigration and Customs Enforcement led Arizona state police and federal agents on a high-speed desert chase in his government vehicle, throwing bundles of marijuana out of the window as he fled, the Department of Public Safety said Wednesday.
The deportation officer, identified as Jason Alistair Lowery, 34, had been under surveillance for more than month after a known smuggler who had been arrested gave authorities a tip about the officer in an effort to get lenient treatment, Department of Public Safety Officer Carrick Cook told The Associated Press.
Mexican drug cartels have infiltrated federal law enforcement agencies along the border for years, targeting hiring initiatives with their own people or recruiting officers.
Between 2003 and early 2010, 129 U.S. customs officers and Border Patrol agents were arrested on corruption charges, according to Tom Frost, the Department of Homeland Security's assistant inspector general for investigations. "This is becoming all too common, in my opinion," said Jim Dorcy, a retired Border Patrol agent who later investigated corruption among agents for the Justice Department. Bishop Robert Finn, the first U.S. bishop criminally charged with sheltering an abusive clergyman, and the Kansas City-St. Joseph Catholic Diocese have pleaded not guilty on one count each of failing to report suspected child abuse.
Jackson County Prosecutor Jean Peters Baker said Finn and the diocese were required under state law to report the discovery to police because the images gave them reason to believe a child had been abused.
"Now that the grand jury investigation has resulted in this indictment, my office will pursue this case vigorously," Baker said. The Dallas Morning News Collin County state district judge, 3 others charged with bribery 16 October 2010 - A state district judge and three others have been indicted on multiple bribery charges, the latest in a feud between the first-term jurist and Collin County's district attorney.
Judge Suzanne Wooten, along with her campaign manager, James Stephen Spencer, and David Cary and Stacy Stine Cary, each face six counts of bribery and one count of engaging in organized criminal activity.
The felony charges stem from Wooten's campaign, in which she defeated longtime incumbent Judge Charles Sandoval in the 2008 Republican primary. The indictments accuse the Carys of giving Spencer up to $150,000 to fund Wooten's campaign in exchange for favorable rulings in her 380th District Court.

Today marks an important anniversary in the annals of public corruption investigations in the U.S.
Twenty years ago today, in a federal courtroom in Chicago, a jury found Harold Conn (top center in photo) guilty on all 4 counts of accepting bribes to be passed on to Cook County judges as payment for fixing tickets. The evidence? He had been caught live on FBI tapes.
This "bagman" had been Deputy Traffic Court Clerk in the Cook County judicial system, and he was the first defendant to be found guilty in a mammoth sting investigation of crooked officials in the Cook County courts.
It was called OPERATION GREYLORD, named after the curly wigs worn by British judges. And in the end--through undercover operations that used honest and very courageous judges and lawyers posing as crooked ones... and with the strong assistance of the Cook County court and local police--92 officials had been indicted, including 17 judges, 48 lawyers, 8 policemen, 10 deputy sheriffs, 8 court officials, and 1 state legislator. Nearly all were convicted, most of them pleading guilty (just a few are shown in our photo). It was an important first step to cleaning up the administration of justice in Cook County.

Change in crack sentencing means early releases - 11/1/11 The Fair Sentencing Act passed by Congress in 2010 and signed by President Barack Obama reduced the disparity in prison sentences for future cases. This summer the U.S. Sentencing Commission, which sets federal sentencing policy, decided to apply the act to inmates already serving time.
The commission estimates about 12,000 inmates could benefit overall. The effect of the change will largely be spread out over the next several years, with inmates getting an average of three years shaved off. 10/7/11 Marcia Andersen is the first African-American woman in the United States Army promoted to Major General. She was already the highest ranking African-American woman in the army during her previous rank as Brigadier General.
Major General Andersen says that the new ranking "fulfilled my dreams and aspirations of a lot of my family members, my ancestors, and friends and family." She says that this moment is possible because of those who came before her. Her father wanted to become a pilot, but was unable to do so and became a truck driver. Japanese sentenced to hang in Malaysia for drugs - 10/25/11 A Malaysian court sentenced a Japanese woman to death on Tuesday for smuggling methamphetamine into the country in what an official said was the first such case involving a citizen of Japan.
Drug smuggling carries a mandatory death penalty by hanging in Malaysia. Takeuchi's lawyer Mohamad Rafik Rahem said he would appeal the sentence for the 37-year-old former nurse.
